You can delete a policy
quarantine even if it is assigned to a filter or message action.
If you delete a quarantine
that is not empty, the default action defined in the quarantine will be applied
to all messages, even if you have selected the option not to delete messages if
the disk is full. See

After you delete the quarantine
associated with a filter or message action, any messages subsequently
quarantined by that filter or message action will be sent to the Unclassified
quarantine. You should customize the default settings of the Unclassified
quarantine before you delete quarantines.
